STATE AUDIT MANAGER
LOUISIANA OFFICE OF STATE INSPECTOR GENERAL (OIG)
STATE AUDIT MANAGER – DIVISION OF INVESTIGATION
SALARY RANGE – $47,570 to $100,069
PREFERENCE:
Will be given to applicants with professional level experience in law enforcement, focusing on conducting and supervising white collar criminal investigations.
FUNCTION OF WORK:
To manage audit quality control functions and to develop audit methods, computer programs, and training procedures, to conduct quality control reviews and special projects, and to investigate allegations of fraud, waste, and/or abuse.
EXAMPLES OF WORK:
Manages the quality control activities for the Office of State Inspector General.
Serves as a research and development analyst, devising audit methods, creating computer programs, drafting training packages, reviewing audit quality, and conducting special projects.
Compiles and assesses information and allegations of fraud, waste and/or abuse on entities to be audited, studying such factors as the nature of operations, work procedures, and applicable statutes and contracts defining limitations and obligations; plans audit, determining objectives, scope, methods, and time frames.
Coordinates audit projects by developing and explaining procedures and objectives; counsels auditors during course of audit to resolve problems and provide technical assistance.
Evaluates documentation gathered by auditors to ensure completeness, accuracy, and adherence to audit standards and objectives of audit; reviews and evaluates performance of auditors with respect to audit assignments. Reviews findings of audits to identify inefficiency, mismanagement, fraud, abuse, and/or noncompliance with laws, rules, regulations, accounting principles, policies, and procedures; develops revisions in procedures and practices to address deficiencies and establish efficient operations.
Confers with officials of audited entities to present findings and recommendations; providing assistance in resolving technical problems with implementation of recommendations.
Researches and evaluates state-of-the-art audit programs and procedures developed and utilized by both private and government entities for applicability to Louisiana's various operations.
Reviews techniques and procedures described in professional journals to identify advances in audit practices for use in current and future audits.
Develops computer programs to record and display data for analysis of programs being audited; generates charts and tables to facilitate program research; coordinates audits for automated systems used by audited entities.
Performs special assignments, upon request; investigate unusual and nonrecurring problems of a highly sensitive and complex nature.
MINIMUM QUALIFICATIONS:
Any of the following is qualifying:
1. A baccalaureate degree with twelve semester hours in accounting plus nine years of professional experience in accounting, fiscal auditing, program evaluation, or law enforcement, three years of which must have been at the advanced level.
2. A baccalaureate degree with twenty-four semester hours in accounting plus seven years of professional experience in accounting, fiscal auditing, program evaluation, or law enforcement, three years of which must have been at the advanced level.
3. A master’s degree in accounting, business administration, computer science, economics, finance, government, management, political science, public administration, quantitative analysis, or criminal justice, plus seven years of professional level experience in accounting, fiscal auditing, program evaluation, or law enforcement, three years of which must have been at the advanced level.
SUBSTITUTIONS:
A CPA or CIA certificate will substitute for the baccalaureate degree with twenty-four semester hours in accounting plus one year of the required general experience.
NOTE:
Transcripts verifying any college semester hours in accounting necessary to qualify must be submitted with the application. Qualifying semester hours in accounting must be progressive course work. Credit will not be allowed for two accounting courses which cover essentially the same material.
ACCREDITATION NOTE:
Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Association of Colleges and Schools; the New England Association of Schools and Colleges; the North Central Association of Colleges and Schools; the Northwest Commission on Colleges and Universities; The Southern Association of Colleges and Schools; the Western Association of Schools and Colleges.
