The Oregon Department of Human Services/Public Health Division/Immunization Unit is seeking candidates for a Fiscal Analyst 2. There is one full-time position located in Portland, Oregon. DUTIES AND RESPONSIBILITIES
The Fiscal Analyst 2 will be responsible for coordinating the fiscal operations of programs within the Immunization section of the Office of Family Health, including general Immunization, ALERT Immunization Registry, Vaccines for Children, IRIS, Oregon Adult Immunization Coalition and the Oregon Partnership to Immunize Children. The major duties include:
· Develop, manage, and analyze program budgets and assist program managers in the ongoing direction of program operations. This includes grant/contract planning and development, grant/contract administration, preparation of grant budget applications, budget and fiscal oversight, and providing technical assistance and consultation to program staff, grantees/contractors, and others regarding fiscal, grant budget, contract, and budget issues.
· Advises management and coordinate all human resource and payroll paperwork and processes for new and existing Immunization staff. Provide technical expertise and consultation to staff, managers, local public health agencies, contractors, and others. Provide training and develop guidelines, as needed. Develop and manage Immunization Section budgets, including the Section's biennial budget, in conjunction with program managers and the Office of Family Health Program Support Manager, using multiple fund sources with distinct budget periods. Develop budgets and justifications, and complete the fiscal portions of federal and other grant applications.
· Conduct technical fiscal functions involving accounting, budgeting, analysis, grants, purchasing, travel, legal compliance with State and federal regulations, procedures and policies.
· Prepare and monitor section biennial budget comprised multiple funding streams, and recommend strategies and adjustments to meet changing priorities and funding levels. Provide regular revenue and expenditure analyses and reviews with Section Manager.
· Coordinate fiscal approval process for the Immunization Section. Review and authorize payments for office expenses, travel claims, purchase orders, and reimbursement for expenses. Provide technical assistance and consultation to program managers and staff regarding policies, procedures resources for ordering supplies and materials, and in-state and out-of-state travel.
· Prepare, coordinate, and track interagency agreements, contracts, and requests for proposals. Prepare fiscal impact statements for legislative bills.
