Job Summary:
Under general direction from the Associate Comptroller, the Director of Accounts Payable supervises the staff and operations of the Accounts Payable Department. Overall responsibility includes processing and initiating prompt payment of vendor invoices in compliance with University policies.This position supervises professional, para-professional, technical and administrative/clerical positions assigned to the Accounts Payable function.
Supervises subordinates in performing full range of accounting duties conducted in the Accounts Payable Department. Oversee staff in making payment to vendors and monitoring expenditures for compliance with federal, district and University regulations
Responsible for overseeing and managing the departmental staff in processing all requests for payment and in the execution of allocations of funds for personnel recommendations, travel settlements, cash advances and petty cash
Plans, schedules, assigns and reviews work of staff. Approves time sheets and leaves requests. Evaluates staff performance and provides direction to direct reports in the management and supervision of lower level employees.
Arranges for all staff members to receive appropriate training, direction and updates of all relevant regulations that impact work program
Conducts financial and management studies to develop alternative policies and procedures and to determine cost-benefit analysis to improve University Accounts Payable programs and address global problems and opportunities associated with the work program.
Manages resources. Meets with top management and staff to define financial issues to recommend policy and procedures with respect to the University budget, administrative and human resource systems and other University-wide matters. Provides assistance and guidance to departments in any issues that may involve accounts payable matters, vendor relations, delinquencies, overpayments, budget limitations etc.
Serves on committees, provides guidance an in-depth analysis and support to monitor and develop programs involving Accounts Payable. Communicates ideas to executives, administrators, staff, vendors, grantors, etc. Writes a variety of correspondence and reports. Makes oral presentations.
Job Requirements:CPA or other appropriate certification(e.g. CAPP) required. Master’s degree in Finance, Business/Public Administration, Accounting or closely related field and four (4) years progressively responsible experience including three (3) years as a supervisor or manager. Experience that demonstrates comprehensive knowledge and skill in accounts payable administration, higher education accounting and experience in computerized financial accounting systems required.
