System Analyst 4

The candidate will provide functional expertise to test and evaluation
personnel and will participate in the assessment of DoD finance and
accounting and/or logistics related automated information/enterprise
systems. The candidate will serve as a member of an Operational Test and
Evaluation team to help develop meaningful test measures, will go with the
team to the test sites to assist in the collection and analysis of data, and
will assist as needed in report preparation providing expertise in the area
of procurement as appropriate. The team will be responsible for developing
overall test concepts for the various projects and with planning, executing,
and documenting test activities and events. This effort will encompass
coordinating with the other Operational Test Agencies and various Program
Management Offices, reviewing and commenting on Life Cycle documentation,
preparing plans, collecting data in a field environment, managing and
protecting data, analyzing data, assisting with the evaluation of the
results, and preparing a comprehensive test report. Everyday assignments
will include telephone coordination, document production and management,
development of briefing slides and tracking spreadsheets, meeting
participation, monthly status report completion and monitoring, completing
data collection forms, interviewing users, finalizing edited documents, etc.
Overtime will be required during peak efforts such as report and plan
development and during the test period and travel requirements could be
substantial.

 Should have an excellent ability to interact in a positive manner with the
government and service representatives, as well as other personnel and team
members. Must have excellent communication (verbal and written) skills, and
must be able to use a PC, MS Office applications; and to multi-task
analytical, critical thinking, listening, and organizational skills.
Associate's Degree in MIS, CIS, or related field preferred but not required.
Five years experience as a tester or in an office environment, preferably in
a DoD setting. Actual field experience in data collection and test
coordination desired as is experience in working in a DoD environment.
Understanding and experience with web-based applications, Service Oriented
Architectures, network-centric concepts, and command and control systems
especially in a DoD environment, may be helpful. Other areas of desirable
expertise include finance and accounting and information assurance. An
understanding of the DoD Life Cycle Management process and experience in and
understanding of Operational Test and Evaluation as accomplished in a DoD
environment would also be helpful. Writing and communication skills are
essential as is the ability to work in a high pressure, team environment.
Travel is required, sometimes up to a month at a time. Estimate travel at
about 20%. A good working knowledge and experience with modern relational
database management systems (e.g., Oracle), communications protocols (i.e.,
TCP/IP), system architectures (e.g., client/server), or test and evaluation
experience is helpful but not required.

Functional Area Analyst 6

This is a full-time position at the Joint Interoperability Test Command (JITC), Fort Huachuca, AZ.  The candidate will provide functional expertise to test and evaluation personnel, and will participate in the assessment of Federal Financial Management Requirements for various DoD systems.   The candidate will serve as a member of an Operational Test and Evaluation team to help prepare test plans including developing meaningful test measures, will go with the team to the test sites to collect and analyze data, and will prepare report and provide expertise in the areas of financial management and accounting as appropriate.   The candidate will also serve as a member of a team that assesses various DoD systems for compliance with Federal Financial Management Requirements. Candidate will participate in Integrated Product Team (IPT) meetings, various working groups, and teleconferences. Travel may be required in support of tasks; travel will generally be up to 25% of task hours but may exceed that amount during test periods. The Candidate will be expected to work a normal 40-hour week with up to 60 hours (compensated) during surge periods to meet programmatic milestones. Part time candidates may need to work full time during surge periods.

Bachelor's degree in accounting, finance, business, or equivalent from an accredited college or university required, master’s degree preferred. Master’s degree may be substituted for up to 2 years of experience. A minimum of two years experience in the Federal financial management sector (i.e., accounting, disbursing, entitlement, budgeting, civilian pay, military pay) and a minimum of 7 years in the finance and accounting field. Must have a basic understanding of appropriated funds and working capital funds within the Federal government. A good working knowledge and experience with modern relational database management systems (e.g., Oracle), communications protocols (i.e., TCP/IP), system architectures (e.g., client/server), or test and evaluation experience is helpful but not required. Skill with MS Word is essential and skill with other Microsoft applications, such as Excel and Access is strongly desired. A certified specialty such as Certified Information Systems Auditor (CISA), Certified Public Accountant (CPA), or equivalent is desirable but not required. Must be able to speak and write effectively. Must be able to work well on a team. Must be flexible enough to embrace and use various planning, testing, analyzing, and reporting approaches, as necessary.
