We are currently seeking a qualified individual to fill the position of Contract Billings Coordinator for our Accounting Office. Under the supervision of the Senior Vice President of Finance, the Contract Billings Coordinator will be responsible for all aspects of billing and receipts of government contracts. The Contract Billings Coordinator will be the liaison with funding agencies, departmental Program staff and finance staff. The Contract Billings Coordinator will be expected to gain an in-depth understanding of all programs and contracts and be able to address issues with funding agencies.
Major Duties and Responsibilities:
· Assess and improve upon current policies and procedures with regards to billing and reconciliation with
receipts reporting.
· Work with the Admissions Coordinator to ensure proper admission requirements are met as in compliance with the contract.
· Attend contract administrative and technical training workshops offered or mandated by each of the funding sources. · Provide technical assistance, interpretation and guidance to the Program staff in matters relating to fiscal compliance of the contract. · Responsible for preparing monthly program billing on time.
· Responsible for submitting contract mandated fiscal reports.
· Responsible for reconciling billings to receipts and timely follow up on all discrepancies.
· Report billing versus receipts discrepancies and resolutions to Finance and Program staff monthly or as requested by the Sr. V.P. of Finance.
· Communicate with Program supervisors and Program administrative assistants on matters related to data collection related to billings.
· Hold monthly meetings with Program staff to discuss relative issues including maximization of contracts, billing issues and other fiscal contract issues.
· Monitor expenditures on cost reimbursement grants and prepare contract budget modifications in accordance with the contracts, as needed.
· Prepare internal reports (i.e. enrollment reports, ratio reports, case management actual vs. budget, statistical evaluations, etc.) to assist in the analysis of the performance of the programs.
· Develop and maintain a calendar for all contractual reporting due dates, internal and external meetings mandated by management or the funding source.
· Assist in grantor field audits.
· Provide the information requested by the independent auditor as it relates to contract revenue recognition.
· Maintain a user friendly filing system including contracts, budgets, rate sheets, fiscal reports and all related internal and external correspondence that is easily accessible to management and outside examiners.
· Liaise with and maintain good relationships with grantor fiscal representatives.
· Perform other related duties and responsibilities that may become necessary or as directed by the Senior Vic President of Finance.
Qualifications:
Bachelor’s degree from an accredited college or university; 4 or more years of experience in a similar role; computer literate; general accounting understanding; analytical; detail oriented; reliable; able to adhere to deadlines; excellent organizational skills; excellent verbal and written communication skills; ability to multi-task; ability to make independent decisions when circumstances warrant; able to perform work accurately with minimal errors and in a timely manner.
