JOB SUMMARY

Responsible for assembling data and statistical information and updating, and maintaining reports related to offices targeted for a Performance Integrity reviews. Coordinates and participates in Performance Integrity reviews. Performs independent research and statistical analysis of tax return preparation data and compliance measures. Interprets research and analysis, draws conclusions, and identifies trends in tax preparation. Performs reviews of tax returns in TPS to determine potential training deficiencies and/or indications of fraud.

Researches tax issues related to potential fraudulent activity and provides explanations, analysis and recommendations to Director – Performance Integrity. Assists in preparation of reports of findings for Performance Integrity Reviews. Assists in measuring and analyzing office and tax pro exceptions in the Enterprise Risk Management system.  Includes making queries and preparing reports based on data contained in the Enterprise Risk Management System and comparing exceptions across offices and tax pros as well as creating ranking reports. Assists in developing and furnishing information necessary to prepare District Managers and Tax Professionals for IRS EIC due diligence visits. Assists in evaluation of IRS due diligence audit results. Assists Director - Performance Integrity with follow up related to Incident Management calls.  Ability to communicate next steps to District Managers.

Assists and supports District Managers in responding to requests from law enforcement agencies in fraud related matters.

Responsible for working with users to define and document system requirements. Responsibilities include preparing cost-benefit analysis of information systems projects, applications portfolio assessment and valuation, process analysis and improvement studies.  Other responsibilities will include facilitating requirements gathering and design sessions, reviewing design documentation with users and developers, preparing process and data models, prioritizing system functionality based on requirements, coordinating pilot and test activities, and designing screens and reports.

 

JOB DUTIES

·         Work with field and internal users to understand needs and develop plans for meeting those needs.

·         Assist Project Manager with development of project plans.

·         Assist and/or lead activities during analysis, design, construction and testing phases of projects.

·         Facilitate and/or participate in requirements and design sessions.

·         Define and document system functional specifications.

·         Perform cost-benefit analysis, process analysis and improvement studies.

·         Develop process and data models using CASE tools.

·         Prioritize system and data functionality requirements based on user needs and project constraints.

·         Review design documentation with users and developers.

·         Design system screens and reports in collaboration with users and technical resources.

·         Work with users and technical team to produce project charters, scope documents and conceptual design documents.

·         Work with vendors and vendor packages to ensure that system requirements are understood.

·         Develop test plans and assist with QA activities.

·         Coordinate pilot and rollout planning, use enhancement requests and defect tracking.

·         Develop presentation materials and conduct presentations to users as well as senior management

·         Create and deliver periodic status reports.

 

JOB REQUIREMENTS

·         Bachelor’s degree in Accounting, Finance, or other related field or and equivalent combination of education and experience.

·         Travel required, particularly during tax season, approximately 25%.

·         A minimum of five years financial and/or statistical analysis or tax related analytical experience

·         A demonstrated record of establishing priorities and meeting deadlines.

·         Operational knowledge of tax law and regulations sufficient to understand key components of tax preparation process and schedules on tax returns (e.g. Schedule A/C and EIC)

·         Excellent verbal, written, and interpersonal communication skills.

·         Proficiency in MS Word, Excel, and PowerPoint.

·         Ability to handle multiple tasks and projects simultaneously.

·         Ability to use a systematic approach in solving problems through analysis and evaluation of alternative solutions.

·         Demonstrated critical thinking skills.         

·         Knowledge of relational database concepts.

·         Knowledge of the systems development lifecycle.

·         Exposure to client/server and/or web development.

·         Demonstrated decision making, analytical and problem solving skills.

·         Effective time management and organizational skills with the ability to handle multiple priorities.
