JOB DESCRIPTION:  Responsible to procure goods and services for commodity areas assigned within applicable rules, regulations and policies of the Fulton County Board of Education, the State of Georgia and the federal government.  The professional level of work includes:  soliciting, evaluating, negotiating, awarding and closing out contracts; administrating contracts by assuring compliance within the terms and conditions specific to the contract; and terminating contracts, when necessary, in the best interest of FCSS.

  DUTIES AND

RESPONSIBILITIES:

1. Advise and assist customers in the development of specifications and planning for purchasing.

2. Determine the method for solicitations, the contract type to be employed, and the method for evaluation of bids or proposals.

3. Prepare and issue solicitations based on understanding of the market, technical requirements and needs of the customer.

4. Employ various techniques such as price and cost analysis, evaluation of technical capability, and evaluation of business stability to determine appropriate contract award.

5. Conduct negotiations for contract award, post-award changes and termination settlements.

6. Apply contract administration principles and practices to monitor contract performance over the life of contracts and to solve a broad range of problems relating to changes/modifications, clauses, non-performance and similar problems.

7. Terminate contracts if appropriate for convenience or default and settle the  termination in the best interest of FCSS while determining allowable costs and other factors in a fair manner to the contractor.

8. Perform all duties in compliance with Fulton County Board of Education and Georgia Department of Education rules, regulations and policy, as well as, applicable state and federal laws, while working with a minimum of supervision and conforming to the highest degree of personal and professional integrity

9.  Other duties as assigned by the chain of command.

 

JOB QUALIFICATIONS:  Bachelor’s degree required – preferably in a discipline of business administration, economics or other related field.  Certification in the purchasing profession by a national purchasing organization or equivalent recognition such as a federal government warrant as a contracting officer with at least one million dollar authority.  Must be capable of independent work on a wide variety of complex purchasing actions meeting established timelines and all regulatory requirements to acquire quality goods and services at favorable pricing.  A minimum of five years experience as a buyer, contract specialist, or similar purchasing related position.  Must be computer literate and have experience with automated purchasing systems, preferably SAP or similar ERP system.

 

 



 



REQUIRED

EXPERIENCE:  A minimum of five (5) years experience as a buyer, contract specialist, 

  or similar purchasing related position.

 

SALARY:  $46,882.00 - $53,823.00 - Actual salary placement will be based on Fulton County Board of Education experience and education calculations from the Non-Teaching Salary Schedule - Executive Scale.
